This Cookie Policy explains how SEVIO SOLUTIONS S.R.L (“Company”, “we”, “us”, “our”) uses cookies and similar technologies on https://topadnetworks.com (the “Website”). It should be read alongside our Terms and Conditions and our Privacy Policy.

1.1 This Cookie Policy is intended to give you a clear and accurate picture of the cookies used on the Website. We use cookies to enhance your browsing experience, serve personalized ads or content, and analyze our traffic.  

1.2 We use cookies and similar technologies that are not strictly necessary only after you have provided your consent through our Consent Preferences center. 2.1 The Website is operated by SEVIO SOLUTIONS S.R.L, a private company limited by shares, registered in Romania under company registration number J22/1250/2014, tax registration number 33470068, with its registered office at IASI, CALEA CHISINAULUI N0. 104BIS-106, ROMANIA. 

3. What Are Cookies 

3.1 Cookies are small text files placed on your device when you visit a website. They allow the website to recognize your device on future visits, remember certain information, and, in some cases, collect data about how the website is used. Similar technologies, such as local storage, tags, pixels, and tracking scripts, may be used for comparable purposes and are covered by this Cookie Policy along with cookies in the strict sense. 

3.2 There are several types of cookies. Their classification is made according to their lifespan, source and role, as follows: 

a. Types of cookies depending on the lifespan 

• Session cookies: they are temporarily stored in the cookie folder of the web browser until the user exits that site or closes the browser window (e.g., when logging in / logging out on a webmail account or on social networks). 

• Persistent cookies: they are stored on the hard drive of a computer or equipment (depending on the default lifetime of the cookie). Persistent cookies also include those placed by a website other than the one the user is currently visiting – known as ‘third-party cookies’ (cookies placed by third parties) – which can be used anonymously to memorize the interests of a user so that advertising is delivered as relevant as possible to users. 

b. First-party cookies vs. third-party cookies 

Each cookie has a “responsible” (i.e., website / Internet domain) that places that cookie. 

First-party cookies are placed by the Internet domain/website accessed by the user (whose address appears in the address bar of the browser). For example, if the user visits the topadnetworks.com site and the domain of the cookie placed on his computer is topadnetworks.com then it is a first-party cookie. 

A third-party cookie is placed by another Internet domain/website than the one accessed by the user; this means that the website accessed also contains information from a third-party website – for example, an advertising banner that appears on the accessed site.

4. Cookie Categories We Use 

4.1 In general, our cookie management system organizes cookies into seven categories, based on their role:  

1. Necessary; 

2. Functional; 

3. Analytics; 

4. Performance; 

5. Uncategorized; 

6. WordPress Internal; and  

7. Marketing.  

These categories exist in our system regardless of whether they currently contain active cookies, so that if we introduce a new tool or feature in the future, it is automatically classified. The absence of an active cookie in a given category at the time of our most recent scan does not mean that category will never be used. It reflects the position at the time this Policy was last updated. The cookie table in clause 5 is the authoritative, current record of cookies actually in use; this clause 4 describes what each category is for, whether or not cookies are presently active within it. 

4.2 Necessary. Cookies required for the Website’s core functionality and security, such as consent management, maintaining basic navigation, enabling forms to be submitted safely, or protecting against spam, bots, and abuse. Necessary cookies do not require consent and cannot be disabled through our cookie preference center, although they may be removed through the browser settings. Security, anti-spam, and form-protection tools we may use from time to time, such as bot-detection or verification services, fall within this category whenever they are active. 

4.3 Functional. Cookies that remember your choices and enable enhanced or more personalized features, such as embedded third-party content, interactive widgets, or live chat tools, where these are used on the Website. This category also includes the cookies set by the WordPress software that powers the Website (WordPress Internal). These are generally related to internal site administration, such as customizing the dashboard for logged-in staff, rather than tracking ordinary visitors. This category is currently active, as described in clause 5. 

4.4 Analytics. Cookies used to understand how visitors use the Website, such as which pages are viewed, how visitors arrive at the Website, and general engagement patterns. This category is currently active, as described in clause 5. 

4.5 Performance. Cookies used to measure and improve the technical speed and performance of the Website. 

4.6 Uncategorized. Cookies detected by our scanning tools that have not yet been assigned to a specific purpose category. We review and reclassify these periodically once their function is confirmed. This category is currently active, as described in clause 5. 

4.7 Marketing. Cookies used for advertising purposes, such as building advertising profiles, enabling retargeting, or measuring the effectiveness of advertising campaigns. 

4.8 The table below identifies the cookies and similar technologies that may be deployed through the Website. Certain strictly necessary, short-lived, first-party session cookies, such as those used to process a form submission or support a comment feature, may be set automatically by the underlying website software when you use a specific feature, even if not individually itemized here. These cookies do not require separate consent, as they are necessary for the specific feature you have chosen to use, and are covered by the Necessary category described in clause 4.2.  

4.9 We periodically verify the inventory and update this Policy before materially new technologies or purposes are introduced. 

5. Cookies Currently in Use 

5.1 Based on our most recent cookie scan, the Website currently uses 12 cookies across four active categories, as set out below. In the tables, “Provider” identifies the organization or software responsible for the technology, while “Domain” describes the domain under which the cookie is stored. A cookie may therefore be first party even where the underlying technology is supplied by an external service provider.

5.2 These tables are reviewed and updated periodically as we run further cookie scans. If new cookies are detected or existing ones change, we will update this Cookie Policy and, where required, ask for renewed consent. 

6. Legal Basis and Consent 

6.1 Where required under the data protection laws applicable in Romania and the EEA, we ask for your consent before setting cookies that are not strictly necessary for the Website to function, using our Consent Preferences center. When you first visit the Website, our cookie banner allows you to accept/reject all non-essential cookies or customize your preferences by category. Your selection is recorded and applied on subsequent visits. 

6.2 We do not request consent for technologies used solely to transmit a communication or that are strictly necessary to provide a feature or service expressly requested by you. Where personal data collected through such technologies are subsequently processed, the relevant GDPR legal basis is described in our Privacy Policy. 

6.3 You can change or withdraw your consent at any time through our Consent Preferences center, generally accessible via a link in the Website footer or a cookie settings icon. Withdrawal of consent does not affect the lawfulness of processing carried out before withdrawal. After withdrawal, we will stop deploying the relevant technologies and will delete the corresponding cookies where technically possible. Some previously stored third-party cookies may also need to be removed through your browser settings. 

7. How to Manage or Withdraw Consent 

7.1 Most web browsers also allow you to control cookies through their settings, including blocking or deleting cookies. Please note that blocking or deleting certain cookies, including some necessary ones if they become active in the future, may affect the functionality of the Website.

8. Third-Party Cookies and Data Sharing 

8.1 Some cookies on the Website, such as those listed under Analytics in clause 5, are stored as first-party cookies on the Website’s domain but are delivered through Clicky Analytics rather than directly by us. Although such cookies are first party in domain terms, Clicky is an external service provider and may collect technical and usage data, such as pages visited, referral source, and general engagement patterns, in accordance with its own privacy practices. 

8.2 Where a third-party analytics or similar provider is based outside the European Economic Area, personal data collected through their cookies may be transferred internationally. Where this occurs, we ensure that an appropriate transfer mechanism and, where required, supplementary safeguards are in place in accordance with applicable data protection law. Details of the relevant providers, transfer destinations and safeguards relied upon are set out in our Privacy Policy. 

8.3 We do not control the cookies set directly by third-party providers, who may independently determine certain technical aspects of their services. We encourage you to review their own privacy and cookie policies for further information. 

9. Geographical Scope and Additional Privacy Rights 

9.1 The Company is established in Romania and operates the Website in accordance with the data protection and electronic communications laws applicable to its activities, including the General Data Protection Regulation (GDPR), applicable Romanian data protection legislation, and rules governing cookies and similar technologies. 

9.2 The Website may be accessed by visitors from anywhere in the world. Depending on your location and on the circumstances in which we process your personal data, mandatory privacy or electronic communications laws of another jurisdiction may also apply. Where such laws apply to our activities, we will provide any additional notices, rights or consent controls required by those laws. 

9.3 We make the Consent Preferences center available to Website visitors regardless of their location, so that they can accept, reject or manage non-essential cookies. Providing these controls globally does not constitute an acknowledgment that the Company is subject to every foreign privacy law, nor does it create rights beyond those provided by applicable law.
